Failed NCT

So i put my mini through the nct for the first time in 3 years (it was off the road for the entire time)
i was expecting it to fail and fail it did!
high emissions
too loud
would both of these fails be sorted with a new catalytic converter and im pretty sure mini is completely shot...??
few other fails..
1)horn doesn't work, this is an easy fix as i know the problem
2)exhaust emissions lambda was too low?? im not sure what that even means??
3)radius rod link mounting (near side) is worn...is this a big job??
Some of the results on the page i was given really dont make any sense to me at all to be honest and im finding it hard to make sense of them at
all, the lambda results came in at 0.00???
repeat side slip test ?? has nothing beside it??
i can scan the actual sheet and post it up here because as i said already it is making 0 sense to me at all..im pretty sure the gy doing the test was new as the test took well over an hour and at some stages they had 4 blokes around the car at once.

Hi
there are a few more things wrong with your mini than just emmissions and broken horn.
you've got rust somewhere in the center of the floor panel, you'll have to weld that shut.
the foglamp is not working have a look at fuses or is the bulb gone
the radius rod link mounting is worn: hm i presume they are on about the rubber bushes for tie rods or bottom arms, these are dirt cheap and can be fitted by a novice with a couple of spanners.
you failed the noise test and emmissions so i presume you got a nasty exhaust leak, which would cause you to faile both emmissions and noise.
one of your headlamps is not adjusted right either so you'll have to get that sorted too.

yeah sorry, all the others im not concerned about, fog lamp is literally a new bulb
the floor panel is easily fixed (broher is a sheet metal fabricator)
i didnt mention those as these can be fixed easily.
yeah the exhaust does tend to backfire a bit, i think it may actually be a little loose at the connection to the backbox to the pipe, could tightening this solve the issue ya reckon?

Either way your going to fail the emmissions test with no cat... A cat can bring down the noise but not sure if you'll need to add a silencer also.. It more then likely will also back fire without a cat

put the car on either a ramp or jack it up, if you have neither drive one side up on a steep crub.
run the engine and check for any leaks along the whole exhaust system.
ya still have to sort out the head lamp alignment too.
if your bro is a sheetmetal fabricator am sure he can weld any exhaust leak for you too.

The emmissions were 0 so he had to have a leak hence noise me thinks, could be wrong though, there might even be no exhaust on it if its that loud.

Zero lambda is not a reading, would make me think they didn't or couldn't test it due to the exhaust. Need to know year and model of Mini to see if it requires a cat.
I've never seen a car failed for noise before but at noise above 99db I'm glad to see the NCT on the case. However lives beside you must think theres a plane talking off everytime you leave.

that DTM exhaust is known for being too loud for new nct regulations.
is there a cat in this mini at the moment as there should be for that year.

there is a cat, but im pretty sure tis beyond use at this stage
i honestly dont think the car is that loud, yes it is loud, but not crazy loud
i guess first thing to buy is a new cat and take it from there..
as for the 0 on the lambda test..whats the deal there?? how could they not test it??

If you knew what was wrong with the horn and that the fog lamp needed a bulb why didn't you do them before you sent it through the test. Easiest checks to do before an nct are all lights and horn.
