On the limo side, if the owner intends to do hire work e.g. weddings etc, then the car must pass an SPSV test, very similar to an NCT. As regards insurance, the car will effectively be treated exactly the same as a taxi or hackney. For proper legal Public Service Vehicle insurance (and not the common use-your-cheap-vintage-insurance-and-say-nuthin'), you're looking at around €1000, driver over 25 holding a PSV licence, tax clearance cert. The annual licence costs, I think, €250 a year but the owner would want to check that. I know this stuff as I ran a wedding car business for years. There were/are cowboys out there and I had no problem reporting them to the Taxi Regulator.

Re: general
The other factor I forget to mention Ger is that if the limo is less than 30 years old, it must have a minimum engine size of 1900cc and have more than 3 doors. Basically anyone who does weddings with a VW Beetle, Mini etc and charges for it is not insured. It's like getting into a taxi knowing that the car doesn't have insurance, you just wouldn't do it.
As you can guess, it's a bit of a bugbear with me.
