Should the electric fan blow or suck air through the radiator.

Suck I would say, otherwise it is just blowing warm air back onto the block.

Simple check: when the fan is running, you should feel hot air coming from the front passenger wheel arch.

Later type Minis are probably too new for Billy, so might not realise that they came with front mounted rads.

It was only with the introduction of the twin point injection Minis from 1996 on that they had front mounted rads, prior to that from 1991 there was an electric fan fitted to the outside of the inner wing.

Bleve it or not they auctly are ment to blow trough the rad twards the block the taught is that if the car was doing speed and the fan needed to come on to cool the engine then it would not be able to blow hot air into the oncoming ram air as you drive along no u and I all know that the fan rarle if ever comes on wile you drive but thats Rover for you.

Paul.
