What's the bracket above the steering column?
FYI, the Mini Cooper Register's Innocenti guru is a guy called Foster Charlton. I'm sure he could point you in the direction of all the unique Innocent bits you'll be looking for.

It’s a steering lock on the column, I’ll make a burst into it when the weather changes, the car is pretty much complete as is with minimal rust the worst of it being the roof, I bought a few other bits for it from the same guy while I was at it, I’ll most likely convert it to dry suspension and I’m currently looking for a set of cooper front brakes

As well as holes the roof has a lot of dents. I don't know how good your bodywork skills are but you will pay a lot in labour to get that looking right when its freshly sprayed. I know the roof panel is expensive but I think it would be worth the investment. The other option I have seen done is to bond a fiberglass roof over the one there.
