at a guess i would say, get an engineers report, NCT (if applicable), declare it as a modified to the insurance company,
it will still be registered as a mini for tax purposes, AFAIK, the insurance company will put it down as a modified mini,
once it's all above board and legally tested it shouldn't be too much of a problem I'd guess,

hopefully somebody will have a definitive answer for you as I am just guessing

it wont need nct as its a 1980 so that part is easy and all the welding was done professionally so that shouldn't be a problem

The safest bet is to ask your insurance company BEFORE you purchase. It would be a right pain if you bought it and found out later that you couldn't legally drive it afterwards.

Don't forget that it's not beyond the realms of possibility that the NCT could, down the road, be for all cars irrespective of age, just as it is done in the UK.

Is the NCT not applicable to any car registered after the first of Jan 1980?

Yup, it needs to be a 79 or earlier to avoid the NCT
