saw this at a fair today and decided to buy it aparently it fits in the grill where the bonnet release lever is and it locks it or something.any one ever see one? :D

Not for years, and only then in a shop.
Autocare when they were in Dun Laoghaire Shopping Centre used to sell them about 20 years ago

Something very similar was standard fitment on the 1983 Mini Sprite. 8)

i remember Elaine had one (or something similar) on the front of her silver mini special a few years back!
