Hi the clicking noise behind the dash is probably the relay which means the button on the steering is working. You will have to see if your horn has one or two wires going on to it. Hi. Pull out the belt until the very end and make sure it's not twisted further down. That would stop it from retracting back in.

It sounds like a bad connections at the fuse box. Take out the fuses one by one and clean them with sandpaper and give the fusebox a clean too
