I would say any modifications to the mini especially at your age is going to seriously effect the rate of insurance and possibly even to the point where they may refuse to insure it. Yes the bulb has two filaments one for dip one for high beam, quite common for the high beam to go, there are 2 types of bulb fitted to minis, one is a complete sealed unit (i.e. the whole glass unit) or and H4 bulb.

You will need to remove all the existing paint as the original paint has not stuck and therefore if you paint over it with correct paint it will just peel off because of the existing stuff.

Don't just remove the thermostate completley as this will cause cavitation, you can however remove the centre of the thermostate and just leave the outer ring. Have you adjusted the clutch throughout? Sounds like the clutch is setup wrong and is putting enough pressure on the system to stall the engine, this is what I would check first, not sure what the settings are for a Verto clutch though.
