Do you have a stand alone fuel pressure regulator fitted?
I had similar problems years ago with one of them, changed to a filter King and no more problems

Depending on how accurate your numbers are (and tyre size) 60mph @4000rpm gives you a diff ratio of about 3.9 to 4.1. 3.44 is considered the best compromise of top speed and acceleration. Generally the higher the numbers of the diff (3.9 - 4.6) the lower top speed you will have, but your acceleration will be better, The lower the diff (3.7 - 3.1ish) the higher the top speed, but your acceleration will suffer. Just as an aside to the whole gearing thing with minis, I have a straight cut 4 speed box on my own mini (1380 stage 5ish) which I changed the final drive to a 3.1, that coupled with the 1.1 straight cuts means I can move a lot faster than standard minis, but in doing so I have lost some of the lowe...
